Miles council awards solid-waste contract to AT Disposal, approves Preston police agreement and adopts building-numbering ordinance

The Miles City Council on Sept. 4 voted to award the city's garbage and recycling contract to AT Disposal, approved a four-year police-protection agreement with the City of Preston, and adopted an ordinance standardizing building numbers.
At a regular meeting at Miles City Hall, council members reviewed three bids for city solid-waste service — Dittmer Recycling, Republic Services and AT Disposal — that differed on pickup days, holiday schedules and price. After questions about tote sizes and whether current household charges would change, the council voted unanimously to award the contract to AT Disposal for 65-gallon trash and 65-gallon recycling service starting Nov. 1, 2024. Councilmember B. Volquardsen made the motion, which N. Voss seconded.
Citizen Glen Mommsen asked whether rates would remain the same; the clerk said any rate change would depend on the final contract price and require review of all charges.
On public safety, the council approved a four-year 28E intergovernmental agreement with the Preston Police Department that includes a 5% annual increase and a 10% administration fee. Councilmember L. Horst moved to approve the agreement and N. Corlis seconded; the motion passed unanimously.
The council also advanced and adopted Ordinance 24-4, Chapter 17, governing the numbering of buildings in the City of Miles. Council voted to suspend the usual requirement that an ordinance receive passage at two council meetings before final adoption, then approved final passage; all votes on the ordinance were unanimous.
Other actions taken that evening included approval of routine consent-agenda items and a motion to purchase a line locator for the public works department (see separate note). The meeting adjourned at 6:54 p.m.
The council's decisions on the solid-waste contract and the Preston police agreement will be reflected in forthcoming contract documents; the clerk said more details about pickup schedules and any rate changes will be provided before service begins Nov. 1.
