Council members discussed proposed revisions to two sections of the city code on Sept. 23: amendments to chapters governing sanitary sewer service charges and to zoning sections that govern visibility triangles and fence height.
On sewer charges, staff said a local property owner has questioned whether multifamily buildings should be charged once or by dwelling unit under the current code language. Staff and Planning & Zoning recommended clarifying the code to specify charges "per dwelling unit within a multi-family" so billing practice aligns with other municipalities. The presenter said draft language has been sent to the city attorney and the council agreed to wait for the attorney's review before placing an ordinance on the agenda.
On sight-line and fence rules, Planning & Zoning recommended measuring the 25-foot visibility triangle from the street right-of-way/property line rather than from a point of pavement, and recommended allowing 4-foot decorative fences with a limit on solid coverage (no more than 30% solid). Councilors raised practical visibility questions and asked staff to return an ordinance with the recommended edits.
No ordinance votes were taken; staff will bring formal ordinance drafts after counsel's review.
