Randolph Council approves water-project engineering amendment, tables sewer pay apps and water-tower easements

At its Dec. 3 meeting the Randolph City Council unanimously approved Amendment #2 to the water-project engineer agreement, tabled two sewer pay applications and a water-tower property/easement item, and approved the FY 2023–24 annual financial report. Claims and fund balances were presented.
Mayor Gary Farwell opened the Dec. 3, 2024, Randolph City Council meeting at Randolph City Hall and noted the presence of Councilpersons Avey, Earlywine, Hardy and Richardson; Councilperson Berger was absent. City Clerk Mary King-Bateman recorded the minutes.
Councilperson Hardy moved and Councilperson Earlywine seconded approval of the consent agenda; the motion passed on a unanimous voice vote ('All Ayes'). The council then approved Amendment #2 to the engineer's agreement for the water project after a motion by Councilperson Hardy and a second by Councilperson Richardson; that motion also carried unanimously.
Councilperson Earlywine moved, and Councilperson Richardson seconded, to table sewer project pay applications 5 and 6 on the grounds that the work was not completed. The council voted 'All Ayes' to table the pay applications. Earlywine and Richardson made a separate motion, seconded by Richardson, to table the water-tower property agreement and related easements; that motion likewise passed unanimously.
The council approved the FY 2023–24 Annual Financial Report on a motion by Councilperson Hardy and a second by Councilperson Earlywine. The meeting record states 'No action taken' on a discussion about city clerk hours. Councilperson Richardson moved to adjourn, Councilperson Avey seconded, and the council adjourned by unanimous vote.

Clerk Mary King-Bateman presented the November 2024 claims report and fund balances. The document lists an Accounts Payable Total of $142,241.10, Payroll Checks of $1,453.74, and a Report Total of $143,694.84. Reported fund balances were: General Fund $4,817.05; Road Use Tax $83.07; Water Fund $4,868.84; Sewer Fund $133,925.88.
The council took no formal action on staffing hours for the city clerk. The meeting record shows routine procedural handling of agenda items and adjournment.
