Randolph City Council approves agreements, sets public hearings on housing needs and CDBG application

The Randolph City Council met Nov. 5, 2024, at Randolph City Hall and approved several routine items, including an intergovernmental spray zone agreement with Fremont County and an amendment to a sewer project schedule.
Mayor pro tem Hardy opened the meeting. Councilperson Avey moved to approve the consent agenda; Councilperson Earlywine seconded the motion and it passed with all councilmembers voting in favor.
The council approved a spray zone agreement with Fremont County after a motion from Councilperson Richardson, seconded by Councilperson Earlywine; the motion passed with all ayes. The council also approved a sewer project extension request and amendment on a motion from Councilperson Avey, seconded by Councilperson Earlywine; that motion likewise passed with all ayes.
Council adopted two resolutions to set public hearings. On a motion from Councilperson Avey, seconded by Councilperson Richardson, the body approved R-8-24, setting a public hearing on approval of a community development and housing needs assessment; the recorded ayes were Councilpersons Earlywine, Avey and Richardson and no nays were recorded. By the same mover/second pattern the council approved R-9-24, setting a public hearing on submission of a community development block grant application; the recorded ayes were Earlywine, Avey and Richardson and no nays were recorded. The minutes do not specify a vote by Mayor pro tem Hardy for those two resolutions.
The council reviewed the October 2024 claims report and receipts. The record lists total receipts of $443,980.47, an accounts payable total of $299,067.04, payroll checks of $2,061.47 and a report total of $301,128.51; the claims list includes vendor charges and fund balances for general, road use, water and sewer funds.
After completing business the council adjourned on a motion from Councilperson Earlywine, seconded by Councilperson Avey; the motion passed with all ayes.
The council signed the minutes; Gary Farwell is listed as mayor and Mary King-Bateman as city clerk on the minutes.
