Residents press county on proposed Swan compressor station; administrator says state review on hold pending forms

Speakers at public address cited environmental-justice concerns, unresolved air-quality assessments and transportation/safety issues related to freight-train blockages near the proposed Elliston site. "We are still facing major potential issues with air pollution," said Josh Van, who asked the board to hold to the December resolution that raised a list of outstanding issues about the project's suitability.
Carol Laas questioned the binary check-box nature of a DEQ site-suitability form and asked the board to provide narrative comments and documentation rather than simply checking a "suitable/not suitable" box. Crystal Melo urged continued attention to a nearby railroad crossing (Canary Road) that has experienced repeated prolonged blockages and provided crossing identification numbers and dates.
County Administrator Angie Hill addressed the DEQ correspondence in her administrator's report. She said county legal staff previously completed older DEQ forms in October 2025 as an administrative duty, and she clarified a sentence in a letter that had been read as saying DEQ had "approved" the compressor-station location. Hill said she intended to convey that DEQ would review and consider the application as it did for earlier pipeline filings. Hill added that she had spoken with an MVP representative who told county staff that the project's air-quality permit review is currently on hold because the county has not completed the newly issued DEQ form or submitted a differing resolution.
The board did not change its December 2025 resolution opposing the siting at this meeting; speakers called for continued diligence and clearer public communication about the county's position and legal advice. County staff said they had met virtually with DEQ representatives and had provided written follow-up; further coordination among the county attorney's office, staff and DEQ was described as ongoing.
