Randolph council approves grant administrator, sets hearing for water service ordinance after USDA update
Summary
After a call with the USDA about a CDBG-funded water improvement project and the need for a rate study, the Randolph City Council approved Simmering-Cory as grant administrator and set a Sept. 3 public hearing on Ordinance 545-24; the council also approved related payments and a year-end fund transfer resolution.
Mayor Gary Farwell opened the Randolph City Council meeting on Aug. 6, 2024, where Jessica Bass of the U.S. Department of Agriculture called in to update the council on a planned water system improvement project and said a rate study will be required for the funding package, which includes Community Development Block Grant (CDBG) funds.
The council moved quickly from the USDA update to decisions. Councilmember Avey moved and Councilmember Earlywine seconded a motion to approve Simmering-Cory as the grant administrator for the water system improvement project; the motion carried on a unanimous voice vote. The council then voted to set a public hearing for Sept. 3, 2024, at 7:00 p.m. on Ordinance 545-24, which would amend provisions pertaining to water service pipe. That motion, made by Councilmember Avey and seconded by Councilmember Berger, also passed unanimously.
The meeting record shows council members emphasized the procedural steps needed to secure and administer CDBG funding, including the rate study and formal public hearing process. The council subsequently approved payment of SEH invoice 470035 following a motion by Councilmember Earlywine and second by Councilmember Berger; that motion passed unanimously.
Separately, Councilmember Earlywine moved and Councilmember Avey seconded Resolution R-7-24, authorizing end-of-year transfers for fiscal year 2023/24; roll call recorded Ayes from Avey, Earlywine, Berger, Hardy and Richardson and the resolution carried. The council also approved a Heartland winter propane contract for FY 24/25 (Ayes: Avey, Earlywine, Hardy, Richardson; Abstain: Berger) and granted a building permit at 205 W Randolph Street and a fence permit at 107 E Street.
The council discussed a broken air conditioner at city hall; the clerk, Mary King-Bateman, was instructed to collect contractor quotes and the council agreed to call a special meeting to review and approve a replacement quote.
The meeting adjourned following routine motions. Mayor Farwell signed the minutes and City Clerk Mary King-Bateman attested them.
