The Board of Trumbull County Commissioners voted to adopt a resolution implementing a local optional owner-occupied partial tax exemption of 2.5%, to apply concurrently with the state owner-occupied credit, the clerk read during the meeting.
Commissioners said the locally enacted 2.5% exemption will take effect in tax year 2026 for real property and in tax year 2027 for manufactured homes, and that homeowners receiving the statewide credit will receive the additional local credit automatically with no new application required.
One commissioner, who spoke in favor during the discussion, framed the measure as a way to “give back tax money to every homeowner in Trumbull County” and described recent periodic revaluations as driving property-tax increases. He added the change would be modest for homeowners—“a $100, couple $100 for every homeowner in the county”—and said the board intended the move to signal concern to the state about revaluation impacts.
Other commissioners acknowledged the trade-offs. A commissioner who supported the resolution said the measure will reduce revenues to schools and townships but called the cut “something that we have to do” to give relief to seniors, disabled veterans and residents on fixed incomes. The board discussed limited local authority to change revaluation policy and framed this step as county-level relief within statutory constraints.
The clerk recorded the roll-call vote as Malloy — Yes; Hernandez — Yes; Bernard — Yes, and the resolution was adopted.
The resolution cites the Board’s authority under the Ohio Revised Code and recent state action (House Bill 96, effective Sept. 30, 2025) that allowed counties to implement an additional partial owner-occupied exemption. The text read at the meeting instructs the Trumbull County Auditor to implement the additional 2.5% partial exemption to apply with the existing statewide owner-occupied credit and clarifies that no additional application is required.
Commissioners and staff noted the exemption is modest and will not fully offset the effects of recent revaluations, but said it is intended to provide immediate, if small, relief to homeowners while the board and local officials continue to press for broader change at the state level.
