Milton BCA approves voter list and authorizes early tabulator deposit ahead of Aug. 11 primary

The Milton Board of Civil Authority on June 22 approved the town’s registered-voter list as the pool from which the Town Clerk will select election workers and authorized early deposition of absentee ballots into the tabulator ahead of the Aug. 11 state primary.
Kristin Beers, Milton town clerk, confirmed that the board received the emailed list of additions and changes to the voter checklist in conformance with 17 VSA §2144b(d). Denise Hughes moved to approve the entire list of Milton’s registered voters as the source from which Beers will hire assistant election officials; Robin Woods-Brisson seconded and the motion passed unanimously.
The board discussed operational preparations for the state primary. Jon Hughes, board chair, announced a physical sign-up sheet at the back table for members to work the election; Beers asked members to sign up for shifts before leaving the meeting. Under 17 VSA §2454, the BCA must appoint a sufficient number of voters to serve as assistant election officials; the approved voter-list motion fulfills the board’s statutory appointment process by creating the hiring pool.
Betsy Paret moved to allow election officials to deposit early absentee ballots into the tabulator in accordance with 17 VSA §2546a on Friday, Aug. 7, and on Friday, July 31 if needed; Denise Hughes seconded and the motion passed unanimously. The board recorded the authorization so staff can begin processing early ballots consistent with state law and local procedures.
Beers also outlined voter logistics: town voters will be separated into three voting districts with some voting in the Community Room and others in the Library Room; each voter will receive up to three party ballots and may vote on only one, returning the other two whether voting absentee or in person. Beers summarized a legislative change requiring candidates running write-in campaigns to register with the state or town clerk, which means write-in counting for state offices is limited to registered write-in candidates though local and county write-ins will still be counted.
The meeting recorded the motions and approvals; the board adjourned at 6:40 PM.
