Canton council approves WHKS engineering agreement for water and sewer project

The Canton City Council on Oct. 9 approved an agreement with engineering firm WHKS to provide professional services for the Canton Water and Sanitary Sewer Systems project and designated Clerk Anne Koliha as the city's representative, contingent on concurrence from USDA Rural Development and review by the city attorney. Motion by Mayor Josh Nordsving, seconded by Jen Dowling; the motion carried.
Clerk Anne Koliha told the council that WHKS has completed a lead/copper service-line inventory and submitted it to the Minnesota Department of Health, which approved the initial inventory. Koliha said WHKS will provide a mailing list and a template of letters so the city can notify property owners about the type of service line serving their properties. Those notifications are the next step before further remediation actions, she said.
Koliha also reported continued work with WHKS and the Minnesota Pollution Control Agency on recommendations to address total nitrogen at the city sewer plant and on requests for variances related to chloride and sulfate limits. The council’s approval of the WHKS agreement positions the city to move forward on design and regulatory coordination for those water- and wastewater-related projects.
The agreement was approved with conditions that the city receive USDA Rural Development concurrence and that the city attorney review the contract, per the motion recorded in the meeting minutes. The council did not record a roll-call vote in the minutes; the public record notes the motion "carried."
