Red Oak City Council approves consent agenda, appoints interim city clerk and updates wages

Mayor Shawnna L. Silvius called the Sept. 16 Red Oak City Council meeting to order at 5:30 p.m. at the Red Oak Fire Station. The council unanimously approved the meeting agenda and a consent agenda that included minutes, August warrants and routine business items.
The consent agenda approved a renewal for a Class C retail alcohol license for Red Oak Eagles Aerie No. 2715 and two construction pay requests: a final pay request to Bluffs Paving & Utility Co. for the Eastern Avenue project in the amount of $37,148.09 and pay application No. 3 to Barcon, Inc. on Woodland Hills II Subdivision for $70,632.50. Separately, the council approved claims to be paid totaling $79,600.63. Councilperson Brian Bills moved to approve claims; the roll call reflected unanimous support from Councilpersons Haidsiak, Bradley, Bills and Fridolph.
The council adopted Resolution #2024-43, temporarily appointing Lisa Kotter as interim city clerk for the City of Red Oak; the resolution was moved by Councilperson Brian Bills and seconded by Councilperson Sharon Bradley, and passed on a unanimous roll call. The body also approved City Hall access for Kotter as incoming city administrator.
Council members approved additional administrative resolutions by unanimous vote: Resolution #2024-44 amending designated signatories for checks and contracts, Resolution #2024-45 updating the city’s primary and alternate representatives to the Iowa Communities Assurance Pool, and Resolution #2024-46 correcting wage language for employee Karen DeCesare following completion of her probationary period. The council also appointed Lee Wollenhaupt to the Red Oak Board of Adjustment via Resolution #2024-47 and approved a job description and a base wage scale for non-union grounds maintenance employees under Resolution #2024-48; the wage-scale resolution removed a previous line specifying grounds maintenance assignments across departments.
All motions and resolutions recorded in the meeting minutes carried by unanimous vote of the four councilmembers present. No motions failed or were tabled. The council adjourned at 7:02 p.m.
