Richland Council approves budget amendment, equipment purchases and $6,000 fireworks contract; sets tax-levy hearing

The Richland City Council on Feb. 10 approved a series of routine and budget items, including a fiscal-year 2025 budget amendment and several procurement and personnel actions. The meeting opened at 7:00 p.m. and adjourned at 7:41 p.m.
The council approved Resolution 02-10-25, a budget amendment for the fiscal year ending 2025. Council member Steve Pfeifer moved to approve the resolution and Council member Joe Adrian seconded; the resolution passed on a roll-call vote, 4-0.
Council also set a public hearing on the city’s property tax levy for March 24 at 7:00 p.m. The motion to set the hearing was made by Council member Brei Beam and seconded by Council member Joe Adrian and passed 4-0.
On procurement, the council authorized purchase of a 2024 John Deere Z950M commercial mower from Sinclair Tractor, with trade-in of the 2021 Cub Cadet, and granted Public Works Supervisor Garrett Webb discretion to buy a push mower. The motion to approve the mower purchase was made by Council member Steve Pfeifer and seconded by Council member Brei Beam; it passed 4-0. Council also approved selling several surplus items, including a weed eater and a non-running push mower, at auction (motion by Michael Hadley; second by Joe Adrian; passed 4-0).
The council awarded a fireworks contract to Flashing Thunder for $6,000 after a motion by Joe Adrian and second by Brei Beam; the vote was 4-0.
Mayor John Capps nominated Graham Wittrock to the Library Board; the council approved the nomination on a motion by Michael Hadley and second by Brei Beam, 4-0.
In department reports, Public Works Supervisor Garrett Webb said "the flow meter at the lagoon quit working," that he had notified the Department of Natural Resources and obtained quotes to replace it. City Clerk Sarah Claeys reported that the codification of ordinances has begun and that she has started demonstrations of new accounting software; no decisions on software selection were recorded.
The council approved the consent agenda — including Jan. 13 meeting minutes and claims — on a motion by Michael Hadley with a second from Steve Pfeifer; the consent motion carried 4-0. Mayor Capps adjourned the meeting at 7:41 p.m.
