Canby council accepts low bid for airport pavement repairs, authorizes FAA grant application

The Canby City Council unanimously approved a resolution on April 23 to accept the lowest responsive bid for the Airfield Pavement Crack Repairs & Surface Treatment project and to pursue federal funding through the FAA Airport Improvement Program.
DGR Engineering representative Brian Meyer told the council that four bids were received and that the low bid from Fahrner Asphalt Sealers, LLC of Eau Claire, Wisconsin, totaled $309,061.90, roughly 40% below DGR’s internal estimate. The project is listed as FAA AIP Project 3-27-0144-022-2025 and work is expected to begin in the fall of 2025 if federal grant funding is secured.
The resolution approved by the council (Resolution No. 2025-04-23-1) authorizes approval of plans and specifications, acceptance of the Fahrner bid conditional on receipt of an FAA grant, certification of availability of local matching funds, and authorizes the mayor to submit FAA grant application materials and to execute the FAA Grant Agreement and a construction-phase engineering agreement (Task Order No. 8) with DGR Engineering. The resolution also authorizes the mayor to sign the construction contract and issue a Notice to Proceed contingent on execution of the FAA grant agreement.
Councilmember Diana Fliss moved to approve the resolution; Councilmember Marisa Kack seconded. The motion carried with all voting in favor and none opposed.
Next steps: the mayor is authorized to prepare and submit the FAA grant application and to execute contracts conditional on grant award; construction and surface treatment are planned for fall 2025.
