Reinbeck council approves budget amendment, authorizes fund transfers and schedules parking ordinance hearing

The Reinbeck City Council unanimously approved a set of fiscal and procedural resolutions on March 2 aimed at correcting revenues and positioning the city for upcoming obligations.
Council approved Resolution #2026-05R to amend the current fiscal-year budget. Staff said the amendment removes a previously recorded $260,000 Iowa Department of Transportation refund for a stormwater project because the refund was received in the prior fiscal year; the budget amendments also account for library donations, transfers, and expense adjustments including a TIF rebatement payment, sewer line cleaning and nuisance abatement costs.
The council then adopted Resolution #2026-06R authorizing transfers of funds to meet upcoming obligations and Resolution #2026-07R to set a time and place for a public hearing on a proposed ordinance to amend Chapter 69.11 (parking limited to 20 minutes) and Chapter 70.03 (parking violations). Each resolution passed on roll-call votes with five ayes recorded.
The clerk will file the budget amendment with the Department of Management as required, and the public hearing on the parking ordinance amendment will be scheduled per the adopted resolution.
