Buhl council approves 5-year refuse contract extension with WM

The Buhl City Council voted Dec. 3 to approve a five-year extension proposal with WM of Wisconsin Minnesota for refuse collection and disposal services, effective Jan. 1, 2025, through Dec. 31, 2029. The proposal includes a 5% escalation factor (applied from the current agreement) and fuel surcharges, with price adjustments deferred until Jan. 1, 2026.
Randy Ott of WM attended the meeting to answer council questions. Councilors and residents asked whether monthly charges would be reduced for households that sometimes do not place carts at the curb (staff and WM clarified that monthly charges are not prorated for missed weeks) and sought clarity about the $5 additional bag charge, which applies only to extra filled bags that cannot fit in the refuse cart and must be collected manually. WM agreed to work with the city on cardboard/recycling handling and to research larger container options and municipal-site pricing.
Staff noted that some accounts may see higher charges as a result of these contractual and program adjustments and that the city will circulate information to residents about upcoming changes. Councilor Towner moved to approve the extension; the motion was supported by Councilor Loeffler and carried unanimously.
