Buhl extends law-enforcement agreement with Chisholm through 2027

The Buhl City Council voted Dec. 3 to extend its law-enforcement services agreement with the City of Chisholm Police Department for a new three-year term running Jan. 1, 2025, through Dec. 31, 2027. The proposed contract includes a 3% escalation factor in year one and similar 3% adjustments in years two and three.
Councilor Towner asked about the scope of services should Buhl adopt a local cannabis ordinance, specifically whether Chisholm would perform annual inspections of cannabis businesses or whether St. Louis County would administer those duties. Administrator Tony Jeffries said staff needs to study whether the county or the city would administer cannabis provisions; if the county handles it, Chisholm would likely not be asked to perform those inspections.
Towner also requested that Chisholm’s monthly reporting to Buhl include the number of citations issued in the previous month; staff said that request was reasonable. The motion to approve the three-year agreement was made by Councilor Towner, supported by Councilor Hadrava, and carried unanimously.
The council’s action preserves the existing model of contracting with Chisholm for police services while directing staff to clarify compliance and reporting details related to forthcoming local cannabis regulation.
