On procedural business, the council approved minutes from the April 14 meeting and moved the consent agenda by voice vote. The consent agenda included approval of regular payments and disbursements; land-use permits at 617 W Caledonia Street and 155 Bissen Street; and a setback variance at 1218 E Grant Street. Member Amanda Ninneman moved to approve the consent agenda; Member John Rauk seconded and five members voted in favor.
