Councilmember Sally Swanson moved to approve the resolution; Councilmember Lloyd Vetter seconded. The council recorded the vote as Ayes-4 (Garrett Boulineau, Sally Swanson, Mark Wolcott, Lloyd Vetter); Mayor Jill Behnke recorded an abstention. The motion carried.
