Hoyt Lakes council adopts 2026 levy and final budget, holds utility rates steady

Council members said recent line-by-line reviews cut approximately $90,000–$95,000 from the draft budget, which officials said reduced an earlier projection of a 12–15% levy increase to about a 9% increase for 2026. Councilors also approved a motion to keep city utility rates unchanged for next year.
City staff noted the levy and budget must be filed with the state by the end of the year. Staff thanked council members for additional meetings and review time spent on the budget. The council approved both measures by voice vote.
What the action means: property taxpayers will face the approved levy increase for 2026 unless the council takes further action; utility customers will not see a rate change based on tonight’s votes.
Next steps: city staff will submit the adopted levy and budget to the state as required and continue routine budget implementation work.
