Mayor Scott opened discussion on a Bolton & Mink request for extra construction administration following an extended timeline. Jake, a Bolton & Mink representative, told the council the firm "is asking for an amendment in term of $20,000 to expand that scope of services" to cover additional field time, GPSing infrastructure and processing change orders.
Councilors raised concerns about approving a capped amount before the contractor provided final invoices. Councilor Jarala said the council preferred to wait for the final accounting and "see that actual figure" before authorizing payment; the council moved to delay approval of the $20,000 cap pending the firm’s final closeout.
On a separate amendment that covered documented change‑order items across both the city and county portions of the project, Jake presented line items and a net increase reflecting discovered variations in the as‑built records. He said the project showed "a $70,000 increase on the county work 665 project" and other line‑item changes; councilors noted a $33,000 allowance earlier in the contract that will offset part of the cost.
After discussion, the council voted to approve the amendment that covers the additional work and allow the project to be completed, with staff noting the revised amounts shown in the materials provided at the meeting. The council recorded the action as an approved contract amendment to finish the work and close out the 110/665 project.
The council asked staff to provide a final, itemized closeout when available so the body can confirm actual charges against any previously approved allowances.
