Council backs resolution to act as fiscal agent for regional trailhead pavilion grant

Jim Borard, representing the Rangers ATV Snowmobile Club, described plans to combine restoration work and a trailhead pavilion project for motorized and non-motorized users near White Lakes and asked the council to serve as applicant and fiscal agent for a federal trails grant application. Borard said the application window closed on the 27th of the month and the group planned to apply for the maximum allowed $200,000 with a required 25% match composed of cash and in-kind contributions. "We're asking for the maximum that is allowed by this particular grant, which is $200,000," Borard told the council.
Borard said partner organizations and construction companies have pledged cash and in-kind services (for example, gravel delivery or equipment) to meet the match; he requested that the city continue routine long-term care for the facility (for example, restroom maintenance) and noted a potential future expense for parking-lot lighting. Council members asked whether the 25% match was the project’s requirement (not a fixed city cash obligation); Borard clarified the match is a project-level requirement and that the city was not being asked for direct cash, but in-kind contributions could count toward the match.
Councilor Jarvala moved to approve Resolution 2026005 supporting the grant application and authorizing the city to be the applicant/fiscal agent; Councilor Grahams seconded and the motion carried. City staff confirmed the city has previously acted as fiscal agent for similar projects and staff will sign the application documents and track the grant if awarded.
