Board delays switch to PSBA's Keystone Agenda, opts to stay with BoardDocs for now

Board Secretary McKenzie Okconor told the board on May 26 that the Pennsylvania School Boards Association (PSBA) abruptly ended its partnership with BoardDocs (now Diligent) and is rolling out a Keystone Agenda and policy portal. Okconor said Keystone lacks some features the district uses now and the rollout did not include a test site, making the swap difficult to evaluate on short notice.
Okconor recommended remaining with BoardDocs for the coming year, implementing PSBA’s policy portal, and checking in midyear to see how other districts fared with Keystone. The secretary said BoardDocs would bill the district directly going forward and noted BoardDocs proposed a 4% annual increase going forward. Okconor cited the district’s long archive on BoardDocs going back decades and concerns about migrating historical records.
Board members discussed costs (BoardDocs ~$9,000/year; Keystone ~$2,000), feature differences (automation vs. manual posting), and whether to evaluate other platforms. Several members said staying with a known platform while evaluating Keystone was prudent. The board agreed to bring an approval to the committee of the whole to allow the district to issue a purchase order and continue with BoardDocs while adopting PSBA’s policy portal.
What’s next: Administration will present the recommended procurement path to the committee of the whole, process the PO if approved, and monitor Keystone’s maturation and peer-district experiences.
