Commission schedules special meeting to finalize Scott Waste solid-waste contract

City staff told the Franklin City Commission on June 22 that work remained to finalize an interlocal franchise agreement for solid waste service with Scott Waste and Fiscal Court and that the current contract expires June 30.
Carol and Amanda said staff has been negotiating contract terms — including billing, insurance, permitted carts and related operational details — and have exchanged revised contract language with partner entities but were awaiting final confirmation. Because the contract term ends June 30, the commission agreed to hold a special called meeting Monday, June 29 at 8:30 a.m. at the police department to perform an emergency reading and, if terms are finalized, put the new interlocal agreement into place.
"We sent it back with some revised information on Thursday," a staff member said, noting the other bodies had a holiday and responses were pending. Commissioners discussed whether the meeting should be early in the day; they set it for 8:30 a.m. and agreed it should only include the contract as the sole agenda item.
No contract was executed at the June 22 meeting; the special meeting was scheduled to allow an emergency reading and timely implementation if final terms are received.
