Commission schedules special meeting to finalize Scott Waste interlocal franchise agreement

City staff told the Franklin City Commission they have been negotiating a joint interlocal solid-waste-franchise agreement with Scott Waste and the fiscal court and that the existing contract expires June 30.
Carol told commissioners the city and partners have been exchanging contract revisions and, because of the approaching contract expiration, requested a special called meeting for an emergency reading to put a new interlocal agreement in place. “This contract expires June 30th. So, to get this in place, we're going to need to have a special called meeting next Monday,” Carol said.
Commissioners agreed to meet Monday, June 29 at 8:30 a.m. at the police department; a motion to call the special meeting was moved and seconded and carried. Staff said the special meeting will focus solely on finalizing the Scott Waste contract and that notices will be issued once contract language is finalized.
Carol and Amanda said the price elements of the award were not changing and that the outstanding negotiating points were operational terms such as billing, insurance requirements, allowed cart counts and billing mechanics. The commission did not take final contract action at this meeting; the special called meeting is intended to permit an emergency reading and immediate implementation if the bodies agree.
