Youngtown officials urge formal agreement after mixed expectations over Farmers Market support

Stutsman said the market is not town‑run and is operated by a private vendor but that early Town support (Town tents, a portable restroom and other resources) created the impression the Town was the primary organizer. He noted the Town paid approximately $700 for a portable restroom and roughly $400 for a jump playhouse during recent events and said the operator has agreed to assume essential recurring expenses going forward.
Community Development Manager Gregory Arrington confirmed the operator was expected to manage vendor logistics. Multiple councilmembers urged clearer notice and more lead time before changing expectations that affect vendors’ finances; Councilmember Kathryn French described the market as “still in its early stages” and urged patience while it grows.
Town Attorney Michelle Stinstion (sic) recommended formalizing any ongoing monetary or in‑kind support through a sponsorship agreement, both to document responsibilities and to address gift‑clause considerations. "If the Town plans to continue providing regular support... she would recommend formalizing the relationship," the attorney said during Council discussion.
Town Manager Stutsman said the Town remains willing to support the event in non‑financial ways and will meet with the operator before the next event to clarify roles, staffing and expectations.
