Lake Alfred CRA awards $230,860 Haines Boulevard streetscape contract to JCR Construction

City staff described the streetscape scope as installing new brick pavers, decorative light poles, relocating and replacing existing trees, and adding benches and trash receptacles along the downtown corridor. Staff said the CRA project will integrate the beautification component with an ongoing waterline relocation and that curbing reconstruction will be brought separately to the city commission as a complete-streets project. The project was included in the CRA FY 25/26 Budget with $275,000 allocated for completion.
Staff reported three bid submissions: Whitehead Construction and Henkleman Construction were deemed “not responsive,” and JCR Construction Services submitted a responsive bid at $230,860. During public comment, Tammy Langley of 1108 Griffon Avenue asked whether the work would occur on both sides of the street and whether there is city parking downtown; staff confirmed both. Board Member Jack Dearmin asked why there were no other responsive bids, and Assistant to the City Manager Brenn Hines replied the project is multifaceted and the city maintains high standards. Board Member Brent Eden noted growth in CRA funds over the past seven years and said he was excited the project is moving forward.
Board Member Robinson moved to award the bid to JCR Construction Services and to authorize the City Manager to negotiate and execute a Construction Agreement; Board Member Brent Eden seconded. The motion passed unanimously. The meeting adjourned at 9:23 PM.
