Highland council approves $108,000 lights for Hunsche Field, authorizes indemnity agreement with Quarterback Club

The Highland City Council on Feb. 3 approved a $108,000 sole-source purchase of overhead lighting for Hunsche Field at Glik Park and authorized an indemnity agreement with the Highland Quarterback Club to cover installation.
Councilman Frey moved to authorize the purchase from Cooper Lighting Solutions under the Sourcewell contract program; Councilman Napper seconded and the roll-call vote was unanimous. Councilwoman Bellm then moved to approve an agreement providing tender of defense, indemnity and hold-harmless terms with the Highland Quarterback Club; that motion also passed unanimously.
City Manager Chris Conrad told the council that for purchases over $25,000 the city ordinarily goes out to bid but may use joint-purchase contracts such as Sourcewell: “For anything over $25,000 we are required to go out for bid process. One exception to that is if you use a joint purchase contract,” Conrad said. He said the Sourcewell price was competitive and that the lights will become city property while those who use the field will pay electricity costs.
Public commenters who spoke in support of the project described fundraising efforts and the community role. Jason Weis said the total project is about $170,000 and that "the city will be responsible for roughly forty percent of the cost," noting that local donors and donated labor will make up the balance. Tim Warnecke, president of the Highland Quarterback Club, said the lights will allow teams to play at night and support program growth: "With the lights, we will be able to allow the kids to take the field at night."
Conrad said the purchase will be funded with available IMEA grant funds, which the city has used on prior lighting projects. Council members noted the order must be placed by the end of April; city staff said installation is expected before football season but the exact timeline was not specified.
The council approved the purchase and the indemnity agreement unanimously. The purchase resolution and the indemnity agreement were recorded on the meeting agenda as Bill #25-17 and Bill #25-18.
