Brian Head council adopts FY2027 budgets, removes proposed property tax increase

Shane Williamson, the town's Administrative Service Director and Treasurer, told the council the budgets presented for adoption reflected recent changes: an increase in general liability insurance costs tied to pending litigation; removal of a proposed property tax increase and the related $150,000 transfer to the capital fund that had been earmarked for gravel and paved road improvements; and the removal of the Transportation Utility Fee (TUF) Fund 48 from the proposed budget so that TUF revenues and expenditures are accounted for in their own fund in compliance with state law. Williamson said the FY2026 amendments discussed earlier in the meeting were limited to the general fund and recognize two public safety grants for EMT supplies and FEMA funds for medical equipment.
Council Member Larry Freeberg moved to adopt ordinance No. 26-009 approving the Town budget; Council Member Logan Cruz seconded. The motion carried 4-0 (Freeberg, Cruz, Tidwell, Mayor Pro Tem Duane Nyen; Mayor Clayton Calloway absent). Subsequent motions to adopt the RDA resolution No. RDA-046, SSD resolution No. SSD-042 and MBA resolution No. MBA-016 passed by the same 4-0 vote.
Council Member Tidwell relayed a resident's unsolicited praise of recent streetscape improvements, quoting that the new signs, lighting and informational kiosks "elevate the town." Williamson also noted ongoing repairs and facade work at Town Hall and said access to the building will be maintained while construction continues.
The council's action finalizes budget adoption ahead of the state-required deadline and removes the previously proposed property tax increase from the general fund budget. The formal FY2026 amended budget—discussed earlier in a public hearing with no public comment—will be brought back for formal adoption at the next meeting.
