Council reviews Colby Park seating concepts, leans toward larger capacity plan

Windsor Heights — City staff and a landscape designer presented three furnishing concepts for the food‑truck plaza at Colby Park, sparking discussion about capacity, sightlines for performances and accessibility for mobility devices.

Presenter Nate described three options featuring combinations of accessible picnic-style 'takeout' tables, standing Jesse rails for group gatherings and concrete bench pads. Nate said the designs are made from powder‑coated metal and composite materials and emphasized accessible layouts that allow wheelchair users to sit adjacent to picnic tables.

Councilmembers asked about sidewalk widths and sightlines for events such as movies in the park. Members noted the ring sidewalk is approximately five feet wide and questioned whether placing rails in the arc could create congestion during busy events. One councilmember said a mixed approach or a modified Alternative C that preserves a clear center circulation path would likely provide the best balance between capacity and flow.

Staff said installation is likely in spring pending final pricing and asked for directional preference rather than a final decision; councilmembers generally favored Alternative C or a mixed 'D' that combines elements from the shown concepts. Staff will return with refined drawings and pricing for a future decision.
