County updates lactation policy to reflect state-paid break-time rules effective 2027

Kim Monroe, Mason County’s HR director, returned an updated lactation policy to the board on June 22 that she said was rewritten to include only items required by state regulations. Monroe told commissioners that under new state rules, effective January 2027, break time for lactation will be paid rather than unpaid.
Commissioners asked whether the policy would create paid travel time loopholes for employees who live far from job sites (for example, a road crew member who must drive home to express milk). Monroe said the duration of paid time in travel is governed by state law only for the allowance of travel; employer policy determines limits such as mileage or maximum paid travel time. HR staff said they would work with supervisors to provide reasonable local solutions (on-site trailers or office access) that limit travel where feasible.
Commissioners signaled support for the pared-down policy and asked staff to move it forward for formal adoption through the regular agenda process.
