Board approves 10-year facilities maintenance plan and moves final school‑building bond and abatement steps

The Osseo Public School District school board voted 6-0 on June 23 to approve an updated 10-year long-term facilities maintenance (LTFM) plan required by the Minnesota Department of Education and to advance related financing steps for Building a Better Future projects.
Dale Carlstrom, director of facility operations, introduced the presentation and noted this will be his final board report before retiring July 31 after 37 years with the district. Carlstrom said LTFM priorities include health and safety, roof and building-envelope repairs, mechanical and electrical system replacements, and fire-system work.
Colin O'Brien and Jeff Arthurs described coordination between LTFM categorical projects (roofing, paving, mechanical systems) and the district's larger renovation schedule at Maple Grove Senior High, Park Center Senior High, Osseo Senior High and several elementary schools. The facilities team said coordinating LTFM with larger renovations reduces disruption and improves efficiency during the busy summer construction period.
Finance staff also requested board authorization to begin the final issuance of school building general obligation bonds identified in the Building a Better Future financial plan and presented an abatement bond resolution to fund specified parking-lot improvements. The presentation referenced a remaining authorization amount described to the board as "63,225" in the memo; staff said the abatement tool is intended to fund parking-lot work associated with larger projects and will be followed by a required public hearing.
The board approved the LTFM plan and the two bond-related resolutions by roll call votes of 6-0. With approvals in hand, staff said they will complete required filings and the statutory public hearing for the abatement bonds before proceeding to bond sale and implementation of the next construction phases.
Directors thanked the facilities team for the planning and noted the scale of summer construction in the district. Carlstrom and his staff will continue to implement prioritized LTFM categorical projects while coordinating with Building a Better Future construction schedules.
