East Side Union High trustees adopt 2026–27 LCAP and budget, approve contracts and personnel changes

Associate Superintendent Teresa Marquez presented the LCAP and told the board that it "reflects the priorities identified through engagement with our multiple educational partners" and aligns resources to support English learners, foster youth and low-income students. The board moved and approved the LCAP and a related addendum on unanimous roll-call votes.
Associate Superintendent Tom Win told the board that the state budget had not been signed and that "the governor does have until June 30th to sign the budget." He said the district will return with a 45-day update in August after the governor acts. The board approved the proposed district budget for 2026'27 unanimously by roll call.
Other formal actions approved during the meeting included:
- Resolution No. 2025/2026-38 regarding the Education Protection Account (EPA), affirming that EPA funds are set aside for certificated salaries as required by statute; approved unanimously.
- Approval of a professional-services contract over $25,000 and authorization to continue using piggyback purchasing agreements for general procurement; both routine items approved unanimously.
- Approval of contract CSPP 6521-00 (California State Preschool Program), described by staff as a state pass-through, approved unanimously.
- Ratification under Education Code 44263 to allow a certificated employee with a master's degree in history and an English credential to teach world history in the district's dual-enrollment program at Oak Grove High School; approved unanimously.
- Alignment of stipends for five confidential employees, described by staff as a catch-up worth $2,700 annually per employee; approved unanimously.
- Approval of a new classified management job description and salary range for a Student Services Manager position funded by county and other non-general-fund sources; staff said the position will be terminated if those external funds are no longer received.
- Approval of a bond capital-project professional-services contract over $50,000 and related bond bid awards and piggybacks; approved unanimously.
Board members and the student board liaison participated in roll-call votes. A 45-day budget update is expected in August after the governor signs the state budget.
