Resident urges city action after standing water in temporary detention basin

During the public-comment portion of the Oct. 21 meeting, resident B Bishop presented before-and-after photos and told the council a temporary detention basin on a development site had held standing water from April until recent weeks.
Bishop said he was "disappointed in the city's response" and urged the council not to accept the area as parkland dedication. He also requested additional tree planting along the north side of a parking lot to create an opaque screen for neighboring yards.
Council members and staff responded that contractors had pumped the basin multiple times during a wet spring and summer and that staff used an available storm-sewer connection and temporary pumping to drain the area. Staff noted the design intent was not to retain standing water and asked residents to report any renewed standing water. No formal action was taken during the public-comment period.
