Highland council approves routine ordinances, equipment purchases and City Manager employment agreement

On motions moved and seconded, the council approved municipal letting notices for two police vehicles (Bid #PD-01-25 and Bid #PD-02-25). Councilman Frey moved and Councilwoman Bellm seconded both motions; roll-call votes were recorded as four ayes and no nays.
Councilman Frey moved to adopt Bill #25-27 (Ordinance #3384) amending City Code Chapter 42 (Offenses and Miscellaneous Provisions) as a cleanup of liquor-license classifications; City Attorney Mike McGinley explained the change was a correction of an earlier split of the liquor code. The motion passed by roll call with all councilmembers voting aye.
The council also approved Bill #25-28 (Ordinance #3385) to amend the official 2025 zoning map — an annual statutory filing to Madison County — and Bill #25-29 (Resolution #25-03-3168) authorizing the mayor and/or city manager to apply for park commission funds from Madison County; both passed unanimously after staff comment clarifying the filing process.
On procurement, the council approved Bill #25-30 (Resolution #25-03-3169) waiving competitive bidding and authorizing purchase of a 2025 Ram 1500 for the Fire Department from McGinley Inc./Stellantis for $46,987. Councilmembers Sloan, Frey and Bellm voted aye, Councilman Napper abstained, and Mayor Hemann voted aye; the motion carried. Council then approved Bill #25-31 (Resolution #25-03-3170) authorizing a sole-source purchase from Feld Fire of sixteen 3M Scott Air Paks and 24 facepieces; this resolution passed by unanimous roll call.
The council reopened the public forum to hear a request from Denise Meredith on behalf of St. Paul’s School for a partial road closure on March 23, 2025 and a full closure on May 21, 2025 for Student Appreciation Day; Councilwoman Bellm moved to approve the closures after Chief Widman confirmed police support, and the motion passed unanimously.
After a temporary executive session to discuss a specific employee, Councilwoman Bellm moved to approve Bill #25-32 (Resolution #25-03-3171), authorizing an employment agreement between the City of Highland and Christopher Conrad, City Manager; roll-call vote recorded four ayes and no nays.
All routine approvals except the one abstention on the fire pickup were passed by roll call during the March 17 session; no contested hearings or controversial amendments occurred on the identified items.
