Janesville adopts sanitary-sewer fee change, staff to use proceeds for lift-station work

The Janesville City Council voted to approve Resolution 2025-8, adjusting sanitary-sewer billing to increase the utility’s base charge while leaving per-gallon usage rates unchanged, with the change effective in January.
Public Works Director Joe Zimpy presented the rate study and draft sanitary budget, explaining the decision to adjust the base fee rather than usage rates. “It’s just the base fee,” Zimpy said, adding that changing the base charge lessens the immediate monthly impact on customers while helping the utility plan for upcoming capital needs.
Staff told the council the adjustment is intended to fund upcoming projects including lift-station and control-panel improvements scheduled for 2027 and 2029. The council made a motion to adopt Resolution 2025-8; the motion was seconded and approved on a voice vote.
