Hills council adopts FY27 budget, approves park sidewalk and sewer work

The Hills City Council unanimously adopted the city’s fiscal year 2026–27 budget Monday night, approving a spending plan that will take effect July 1, 2026. The resolution (2026-10) passed on a roll-call vote with Council Members Knebel, Rummelhart, Willette, Hudachek and Henderson voting in favor.
The budget action came during a brief public hearing at the Hills Fire Station; no members of the public addressed the hearing. Council Member Rummelhart moved approval of the budget resolution and the motion carried.
Alongside the budget, councilors approved several related measures. The council adopted Resolution 2026-11 to enroll in the Iowa length-of-service award program (LOSAP) for volunteer recognition and approved Resolution 2026-13 authorizing sewer maintenance work on Iowa Street. Both measures passed on roll-call votes with all five members voting yes.
Council approved Resolution 2026-12 to fund sidewalk improvements at Hills City Park but Council Member Henderson cast the lone dissenting vote; the motion carried 4–1. The council also designated a treasury management administrator for Hills Bank by approving Resolution 2026-14, a measure intended to formalize the city’s banking signatory and cash-management roles.
None of the adopted resolutions included detailed dollar amounts in the meeting record; council members said additional project specifics and engineering proposals are expected at future meetings. City Administrator Adriane Sedlacek told council staff have contacted engineering firms and hope to return with a schematic plan for capital improvements at a subsequent meeting.
What’s next: The budget takes effect July 1, 2026. Council also scheduled a public hearing on a budget amendment for May 11, 2026 at 7 p.m. at the Hills Fire Station.
