Planning commission waives tentative map and approves division of 606.78-acre parcel into two large parcels

The Storey County Planning Commission on Feb. 5 approved File 2026-006, a request to divide an approximately 606.78-acre parcel (Assessor’s Parcel Number 004-181-13) west of USA Parkway at the Storey/Lyon County boundary into two new parcels, each larger than 40 acres, and waived the tentative map requirement.
Planner Jessica Prager summarized the application, saying the parcel, which has no existing development, was rezoned from Forestry to I2 Heavy Industrial at the Board of County Commissioners’ Jan. 16, 2024 meeting and is subject to the 2024 Storey County Zoning Ordinance. Prager noted the property is adjacent to the Tahoe Reno Industrial Center but is not part of that development or its development agreement. Access to both parcels will come from USA Parkway and a 50-foot access easement that will be provided with the map. The division was described as complying with Nevada Revised Statutes NRS 278.471 through 278.4725 governing divisions into large parcels.
Planning staff recommended waiving the tentative map because the proposed division was straightforward and the required analysis of roads, utilities and drainage could be accomplished with the level of mapping submitted. Mitch Nelson, representing the applicant, stated he had no further comments. Commissioner Jim Umbach asked whether Lyon County approval would be required because the parcel abuts Lyon County; Planner Prager responded that no Lyon County approval was required because the parcel lies entirely within Storey County.
Commissioner Jim Umbach moved to adopt staff findings, waive the tentative map requirement, and approve the Division of Land into Large Parcels (File 2026-006); Commissioner Denise Victorine seconded the motion. Planner Jessica Prager read the findings into the record. The motion carried by vote (Aye=4). The commissioners recorded as present at the roll call were Kristen Brown (Pro Tem Chairperson), Denise Victorine, Jim Umbach and Carlos Negrete.
The commission’s action approves only the parcel map and waiver; any specific uses on the newly created parcels will require separate review and approvals at the time of proposed development. The staff report and findings identify compliance with applicable county, state and federal regulations and found no substantial adverse impacts or safety hazards on abutting properties as a result of the division.
