Hugo planning commission recommends approval of minor subdivision on Jody Avenue North

The Hugo Planning Commission voted unanimously Oct. 23 to recommend approval of a minor subdivision that would split a 30-acre parcel on Jody Avenue North into a 20-acre and a 10-acre lot, planning staff said.

Planning staff (Max) told the commission the parcel is in the southeast corner of the city, just north of 12905 Jody Avenue, is currently used for agriculture, and is guided in the comprehensive plan as agricultural with a 10-acre minimum lot size. "After reviewing the minor subdivision request, it is in staff's opinion that the request meets all necessary criteria to approve a minor subdivision," Max said, and recommended approval subject to the conditions listed in the staff resolution.

Commission discussion focused on practical access and site readiness: one commissioner noted there may be a need to install a driveway and that any future home would have to complete perk testing before development. The applicant, identified in the record as Heidi Harview, attended the meeting but declined to make additional remarks during the public hearing.

A committee member moved to approve the minor subdivision subject to the staff conditions; the chair seconded. The commission voted in favor and the motion carried. Planning staff said the recommendation will go to the Hugo City Council on Nov. 3 and, because the commission vote was unanimous, the item is expected to appear on the council's consent agenda unless pulled for discussion. Staff also clarified that deed filings and other recordation steps will follow after council approval.

The action before the commission was a recommendation only; final approval rests with the Hugo City Council. The commission did not record any amendments to the resolution at the meeting.
