Sigourney City Council approves consent agenda, accepts $2,300 equipment bid; one abstention on claims

The Sigourney City Council met Dec. 4, 2024, at City Hall and approved a consent agenda of routine business, accepted a sealed equipment bid and approved accounts payable totaling $22,326.33. Mayor Jimmy Morlan presided; Council members Clark, Conrad, McLaughlin, Iosbaker, Lentz and Schultz were present.
Council member McLaughlin moved, and Council member Conrad seconded, to approve the tentative agenda; the motion passed on a unanimous roll call vote. The council then approved the consent agenda on a motion by Council member Conrad and a second by Council member Clark. The consent agenda covered the Nov. 20, 2024 minutes; City Clerk financial reports for October 2024; payroll, miscellaneous expenses, ACH and monthly transfers for October 2024; and several resolutions and appointments including Resolution Nos. 2024-12-36 through 2024-12-41 (mayor pro tempore; mayor annual appointments for 2025; official holidays and regular council meeting schedule for 2025; Memorial Hall Commission appointments including Jim Eversmeyer and Dave Seaba; and authorization of a representative and alternate to the Keokuk County Community Endowment Foundation grant). The council also set the Dec. 18, 2024 regular meeting for 6:00 p.m. at City Hall.
On a separate motion, Council member McLaughlin moved and Council member Conrad seconded to approve council accounts payable claims in the amount of $22,326.33. The roll call vote recorded Ayes: Clark, Conrad, McLaughlin, Iosbaker and Schultz; Abstain: Lentz. The minutes note Council member Lentz abstained because her brother owns Atwood Electric.
Under Street and Sanitation business, Mayor Morlan opened the single sealed bid received for a sweepster broom attachment. Renner Construction submitted a bid of $2,300; the city had been asking $2,000. Council member Schultz moved and Council member Clark seconded to accept Renner Construction's bid for $2,300. The motion passed on a unanimous roll call vote.
Council member Iosbaker, identified in the minutes as KCED Director, briefly described plans to finalize a market brochure outlining KCED's mission, highlighted a new calendar function on the KCED website to share county events, and mentioned collaborative projects with the local school.
The Finance Committee was scheduled to meet Thursday, Dec. 12, 2024 at 6:00 p.m., and the Human Resources Committee was scheduled to meet Friday, Dec. 13, 2024 at 9:00 a.m. Council member Lentz moved and Council member Clark seconded to adjourn; the council voted unanimously and the meeting adjourned at 6:08 p.m. The minutes were attested by City Clerk Ashley Fry.
