Council approves several procedural ordinances, signs trail agreement and moves on local projects

At the July meeting the Birchwood Village Council took a series of procedural steps and routine actions.
Ordinances and fees: Council completed a first reading of Ordinance 2024-801 (variance application criteria) and ordered a second reading and public hearing. The council also held second-reading public hearings and adopted amendments to the water and sewer permit fee schedule (Ordinance 2024-071) and added a $100 solicitor registration fee (Ordinance 2024-0702); no members of the public spoke on these items. A first reading was completed for the animal-barriers (deer-fencing) ordinance (2024-0802) and was sent to a second reading with minor drafting fixes.
Agreements and projects: Council approved signing a Joint Powers Agreement with White Bear Township on the Southshore Trail after discussion about cost forecasts and mutual trust in the partner agency. The council approved a $1,500 split-rail fence project for Ash Path and agreed to proceed with procurement. Council approved placing stickers on recycling containers under a recycling grant.
Code enforcement and claims: Council discussed ongoing enforcement of vacant properties and assigned staff and council members to meet with city enforcement staff (Allan) and invited the sheriff to the September meeting to discuss patrol coverage and citations. The council also approved an electrical claim after confirming permits and staff review.
The meeting closed after the council received an update on a tree-inspection report and set the next steps for follow-up on outstanding enforcement and budget items.
