The Midwest City Council approved a contract with Hoey Construction to build Phase 2 of Mid‑America Park, which will add a neighborhood park with new parking, a permanent restroom, a new basketball court, refurbishment of an existing court, solar lighting, and a nature play–based playground.
Staff said the project will use a combination of general obligation bond funds and a 50% matching grant to cover construction. In describing the restroom, staff noted the city will try a Portland Loo—an ADA‑compliant metal outdoor restroom designed to be durable and discourage long‑term occupation. "It is specifically designed to be an outdoor public restroom," staff said, noting winterization will be required and that the facility will generally remain open during park hours (closing at dusk unless an ordinance change extends hours).
Council members praised staff for securing grant funding and for preserving the project scope after prior uncertainty. The contract also includes a neighborhood playground with modern equipment selected in coordination with the city’s consultant and construction manager; staff said safety and maintenance were considered in equipment selection.
The council moved and approved the contract; staff said construction will proceed after final contractor coordination and required permits.
