ICC asks Stonington Selectmen for another year to complete gym acquisition

Phil Elkin, president of the ICC board, told the Town of Stonington Selectmen the nonprofit has been operating 18 years and has accomplished a number of projects but that the COVID-19 pandemic has delayed its ability to complete acquisition of the gym building and adjacent land. He said the board needs more time to finalize finances, surveying and other acquisition work and asked the Selectmen for a one-year extension to the current arrangements while it pursues fundraising and grants.
Town Manager Kathleen Billings-Pezaris said town staff will provide the Selectmen with the ICC’s current financial information and the board will review the existing rental agreement and any extension terms, including whether a town meeting article would be required. The Selectmen did not authorize immediate transfer of the property; they agreed to meet again after reviewing the ICC’s financials and the rental paperwork.
The request came as the Selectmen reviewed agenda items including the town’s pandemic-related budgeting and longer-term capital needs. No formal town-authorized transfer or a final vote on the ICC acquisition was taken at the meeting; the matter will return to the board after staff and Selectmen review requested financial documents and any proposed amendment to the rental or purchase timetable.
The board’s next procedural step was to request ICC’s financials and legal/rental documentation and to schedule a follow-up discussion to determine whether an extension can be handled administratively or whether a town meeting vote is needed.
