Sigourney council orders T‑Mobile service for water and lagoons, approves three‑year parks spraying contract

SIGOURNEY, Iowa — The Sigourney City Council met Wednesday, Jan. 15, 2025, and approved routine business while addressing two operational items: replacing intermittent internet at the water and sewer sites and awarding a multi‑year contract for park spraying.
Mayor Jimmy Morlan called the meeting to order at 6:00 p.m. and the council approved the tentative agenda on a motion by Councilmember Conrad, seconded by Councilmember McLaughlin. The council then approved the consent agenda — including minutes of the Jan. 2, 2025 meeting, authorization for City Clerk Ashley Fry to attend the Municipal Professional Institute via webinars Feb. 2–5, 2025, and the city credit card report — on a unanimous vote.
In financial business, the council approved Council accounts payable claims totaling $17,504.28 after a motion from Councilmember McLaughlin, seconded by Councilmember Iosbaker. Councilmember Schultz abstained, noting a conflict because his nephew owns Exceptional Edge; the motion otherwise carried with five ayes.
The council discussed repeated internet outages at the water plant and sewer lagoons. Public Works Director Don Northup said the city’s signal currently comes from a device on the water tower and that line‑of‑sight problems can occur when trees are in leaf. Brent Gilliland checked cellular providers and found that US Cellular could only reach the water plant while T‑Mobile had adequate signal to both sites. Councilmember Conrad moved, seconded by Councilmember Schultz, to obtain T‑Mobile service for both locations at a cost of $50 per site; the motion passed unanimously.
On parks maintenance, the city received a single sealed bid from TruGreen Commercial Company: $7,996 for a one‑year contract or $7,996 annually on a three‑year contract. Councilmember McLaughlin asked what the city paid the previous year; the clerk reported $7,996. Councilmember Conrad moved, seconded by Councilmember Schultz, to accept the three‑year quote at $7,996 per year; the motion passed unanimously.
Councilmember Iosbaker, who is KCED Director, said staff have prepared materials for an upcoming report from IEDA that may recommend improvements to community signage and noted state programs that could support future projects.
The council set several committee meeting dates: Park & Recreation Jan. 22 at 5:00 p.m.; Street & Sanitation Jan. 20 at 4:00 p.m.; Water committee Jan. 20 at 5:30 p.m.; Wastewater committee Jan. 27 at 4:00 p.m.; Finance Jan. 23 at 6:00 p.m.; and Human Resources Jan. 20 at 9:00 a.m. The meeting adjourned at 6:23 p.m.
