A West Central Technologies representative told the council the proposal includes hardware (phones, a firewall and a PoE switch), labor for deployment, and initial licensing and monitoring fees. The vendor described cloud hosting for redundancy and said staff could download a mobile app so office lines would reach staff cell phones if the local internet went down. "The real nice thing about having your phone system hosted in the cloud ... is you can still get phone calls received if something were happening or there was a town emergency," the representative said.
Staff and the vendor explained anticipated costs and savings: the council discussed an up‑front deployment package and a recurring annual license; staff presented a monthly savings estimate of about $280.15 and a payback horizon of roughly 18 months. Councilors also asked about porting numbers and timelines; the vendor estimated number porting typically takes 15–30 days and suggested the full deployment could be completed in about 30 days depending on the current carrier.
A motion to approve the proposal and to use the municipal building budget to cover one‑time fees passed. Council asked staff to confirm line items and references as part of procurement files.
