City breaks ground on water loop for new splash pad and reviews old school redevelopment plans

Presenters reported that the city has broken ground on the water loop for a new splash pad. Schmidt Construction completed initial tie-ins on two main blocks and crews are finishing the final connection at the Cherry Street intersection. Project staff said water testing must pass before any connections to the splash pad can be completed and that sanitary sewer manholes for a later phase are expected in a few weeks, with further work likely by late month.
Council then reviewed conceptual drawings for the old school redevelopment. The plans appeared to convert part of a vacated street into a parking area; councilors and staff urged the applicant to narrow the entry so it does not create the impression of a full public roadway the city would be expected to maintain. Members also discussed state limits on creating new access points off the highway, possible impacts to fire access and hydrant spacing, and whether digging into Ash Avenue to address a 4-inch-to-2-inch water service is necessary. One councilor recommended a 20-foot opening for the parking entry and asked staff to provide written comments to the applicant before building-permit plans are submitted.
Staff said they will respond with the city’s comments to the developer so changes can be made before final building permits are sought.
