The Blackduck City Council voted to approve a sewer‑connection variance and a conditional‑use permit that will allow a one‑bedroom residence at 164 Main Street South.
City Administrator Christina described the two-part request: a variance to avoid connecting to city sewer because "it's over 300 ft" to the nearest main — and would otherwise require a lift station — and a conditional‑use permit to allow residential living on commercially zoned property. Christina said the closest lift station would be by the Drake Motel on Pine Avenue and that the proposed dwelling would be sized as a one‑bedroom unit.
An applicant or representative confirmed the property was purchased to provide housing for the buyer’s daughter and fiancé; they said vehicle access is only from Cedar Avenue, parking will be exterior, and a gravel or "crush granite" driveway will be installed after construction. Staff confirmed building permits will be filed at the county level.
Council moved and approved the variance permit (recorded in the meeting as "20 241") and then approved the conditional‑use permit (cited as "20242") for the residential use at 164 Main Street South. In both cases the motion carried with no recorded opposition.
The council and attendees congratulated the owner on reusing a long‑vacant downtown property and staff said they will complete required county paperwork and inspections. The council noted that council members and staff may be invited to a house‑warming after work is finished.
