The Birchwood Village City Council voted to award construction of a new lift station to the lowest responsible bidder (SM Hentes and Sons Inc., bid as recorded in the packet) for $585,000 and authorized city officials to execute contract documents.
Staff reviewed four bids and reported one vendor withdrew a bid because the bid bond did not meet requirements. The city’s engineer recommended awarding to the lowest responsible bidder; council asked about oversight and was told the contract documents include a two-year warranty and that Bolton (the city engineer) will provide construction observation and grant-administration work. Staff estimated the on-site construction portion to require roughly one month, and noted the contractor must coordinate traffic control and bypass pumping during the work.
Council adopted a resolution awarding the contract and authorized the mayor, city administrator and engineer to execute the agreement and related documents so procurement could begin immediately. Council also asked staff to include a more detailed breakdown of engineering observation and grant-administration costs in upcoming materials.
