Birchwood Village certifies Nov. 5 election results and appoints, swears in Ryan Eisley

The Birchwood Village canvassing board met and certified the Washington County returns from the Nov. 5, 2024 election, formally acknowledging the vote totals and issuing a resolution recognizing the winners.
Board chair Margaret Ford moved the certification and, after a second from Justin McCarthy, the board voted to accept the results. "Those results are certified — congratulations everyone," Ford said after the vote. The certification was followed by adoption of Resolution 20244441820, which lists the elected council members and their four-year terms.
At the regular council meeting that followed, the council accepted the resignation of Mark Foster by resolution and then approved a separate resolution appointing Ryan Eisley to fill the vacancy. "Ryan, you were now appointed," Ford said immediately after the motion carried. Eisley was sworn into office at the meeting and signed the oath of office in the chamber.
Why it matters: The actions complete the formal post-election steps required for the village to recognize winners and fill a vacancy on the council. The appointment gives the council a full complement of members to proceed with scheduled business.
The council took no additional administrative action related to the certified results at the meeting. The resolutions and oath were recorded in the meeting minutes and will be reflected in the official city records.
