Staff told the council the work is largely rural roadway reclamation (grinding and overlay), that crews have placed the first layer of asphalt and will place the second layer during the week, and that the city uses a per‑unit assessment policy (staff cited a $3,400 per‑unit rate for reclamation projects with standard exceptions). The total project cost was presented as $1,296,232.
Council approved a resolution to declare the cost to be assessed (Resolution 2025‑32) and a separate resolution to call a hearing on the proposed assessment (Resolution 2025‑33; hearing scheduled for 09/15/2025). Staff said the city will publish notice and mail individual notices to property owners who will be assessed.
