Hugo — The City Council on Aug. 18 approved resolutions declaring the cost to be assessed for the Beaver Ponds area street improvement project and scheduled an assessment hearing for Oct. 6, 2025.
Project staff reported the Beaver Ponds work is nearing completion and includes a mill and overlay, curb repairs, trail reconstruction and storm‑sewer improvements. Staff told the council the project’s total funding is roughly $1,200,000 and recommended the council declare assessment costs and prepare a proposed assessment roll so notices can be mailed to affected property owners.
Council approved Resolution 2025‑30 (declaring the cost to be assessed and ordering preparation of the proposed assessment roll) and Resolution 2025‑31 (setting the assessment hearing for Oct. 6, 2025). Staff told the council it follows the city’s assessment policy, which uses a per‑unit rate for most parcels and applies adjustments for corner lots or parcels with multiple frontage.
Staff presented a figure for the amount to be assessed during the meeting; the transcript recorded that number as “337810.2¢.” That figure appeared garbled in the record and staff will provide formal assessment totals in mailed notices and in the assessment documentation certified to the county.
What’s next: Staff will prepare the proposed assessment roll, publish notice in the paper and mail individual notices to the affected property owners ahead of the Oct. 6 hearing. Council approved both resolutions by roll call/voice vote.
