Staff recommended awarding the US‑69 C‑clip city connecting link mill‑and‑overlay project to Emery Sapp & Sons of Joplin, Missouri, on their low bid of $490,777.88. The project will be supported by approximately $400,000 in funding from KDOT; staff said the contractor is expected to begin construction in September, weather permitting.
Commissioners then considered a request from T&K Rentals LLC to purchase a portion of city‑owned property at Second Street and North Elm for employee parking tied to an Elm Street revitalization and expanding nearby manufacturing activity. Tom Hayes, representing the project team, described a phased vision to renovate adjacent properties and provide parking for new and expanding businesses.
The appraisal for the parcel was $17,000 and the commission approved the sale. Tom Hayes said the parcel will be overlaid and used for employee parking as development advances, with additional improvements to occur as funding becomes available.
Both actions passed on voice vote; staff will finalize contracts and proceed with project scheduling and sale closing.
